Some political candidates might be deterred by an arrest record.

Not Jim Casci.

We were gearing up coverage recently for the Sept. 11 primary and we found the Ward 7 challenger's page on Myspace, the site he lists at the top of his voluminous fax communications. On the site, he's converted a recent mugshot into an animated gif -- it's now a winking Jim Casci in custody.

"Is that my mugshot?" he said when we called him about it today. "Well, what's wrong with that? It gets a lot of attention."

He was arrested -- but not charged -- for making phone threats to former St. Paul police chief Bill Finney in 2005. "It was a false arrest," he assured us when we asked him about it today. "It was malicious prosecution and attempted murder. I take 17 pills a day, and they didn't give them to me. It was all a set-up deal..."
