Local developers are adapting to the dark days of the housing crisis — and changing the face of St. Paul along the way.

Looks like the condo of today is becoming the office of tomorrow.

The housing slump is prompting a lot of that kind of morphing in St. Paul. If housing developers aren't delaying their projects altogether, they often are turning their empty condos into apartments or reconfiguring condo plans into space for offices or shops, according to a look at nearly four dozen sites in St. Paul.

And now that so many developers are combining housing with shopping, entertainment and even hotels — the so-called "mixed-use development" — it's tough to find many housing-only projects.

What's not hurt by the slump is hospital expansion.

Four in the city are booming, with projects totaling more than $370 million. "They are the largest single investment by far of any industry. It's huge," said city project manager Martin Schieckel.

  • 1 Regions Hospital: It's the largest ongoing construction project in St. Paul, hospital officials boast. The 11-story, $179 million expansion is about halfway done, and most of its components are expected to be complete in October 2009. New stuff in includes an upgraded emergency center with nearly twice the space of the current one, 20 operating rooms, 108 new private patient rooms, improved mental health facilities and two levels of underground parking.

  • 2 United Hospital: Having outgrown its emergency room, last month United broke ground on a six-story, $24 million emergency room facility. Its first floor will have exam, holding and mental-health service rooms, and its second floor will house a birth center. Children's Hospital will use the third- through fifth-floors for patient rooms, and the sixth will be held for future expansion. The project should finish in 2010. In a separate $4.5 million expansion, United is creating state-of-the-art general and orthopedic operating rooms, and is drawing up designs for it late this year.

  • 3 Children's Hospital: In addition to its expansion into the United
    tower, Children's broke ground last week on another major expansion. It will include enlarged rooms so parents can stay around-the-clock with their children; a renovated and expanded emergency room facility; larger, more high-tech operating rooms; and a new entrance. Children's will relocate its pediatric epilepsy unit, which is currently in a United Hospital building, back to the Children's campus, and then expand it. The cost of the expansion and occupation of part of the United tower is $75 million. Work should finish in 2011. constructed from recycled materials.

    Last weekend there were home tours in both St. Paul and Minneapolis, but on May 3-4 Dayton’s Bluff will have its first vacant house tour. Of the 8 to 10 homes that will be shown, all are owned by banks except one, which is owned by the city of St. Paul. The Dayton’s Bluff vacant house committee wants to save homes from the wrecking ball.

    Some 232 homes stand vacant in Dayton’s Bluff, with 1700 vacancies in the entire city of St. Paul. Three to four years ago residents the city had only 400 to 500 vacant homes.

    The Dayton’s Bluff neighborhood sits on the east side of the Mississippi River, on a plateau across from downtown St. Paul. Lyman Dayton (1810-1865) developed the area as a suburban residential location in the 1840s. Because of attractive landscape and scenic vistas, many wealthy residents chose to construct handsome estates on large lots. A sizable group of prosperous German-Americans clustered together.

    “Dayton’s Bluff has the largest concentration of old Victorian homes,” says Karin DuPaul, “some of which are over 100 years old.”

    However the Bluffs were never exclusive to the rich. During the prosperity of the 1880s through the early 1900s, the middle class built the majority of the homes. Residents worked at nearby lumber, farm equipment, Minnesota Mining and Manufacturing (3M), or Whirlpool companies.

    “A healthy neighborhood has mixed incomes households living together,” says DuPaul. “There are high end Victorian homes and worker cottages on the east side.

    “In the 1980s and early 1990s we had similar [foreclosures and vacancies] happening. You could then buy a house for one dollar but strings were attached, with the renovations and mortgages sometimes being $250,000 at the end of the project. For those wanting to buy a vacant home today, [rehabbing] will require skill, money, and lots of commitment. Vacancies are due to bad mortgages and it often requires families with two incomes. If nothing is done about these vacancies, these houses could be broken into with the intent for drug use or stealing of copper pipes.”

    DuPaul, board member of the Dayton’s Bluff vacant home committee, became interested in her community in the 1970s when she studied the history of her own Dayton’s Bluff home. She started working with Steve Trimble, a local historian, as a board member for Dayton’s Bluff History Project in 1978.

    Next, DuPaul started a block club that became known as Upper Swede Hollow Neighborhood Association.

    “Community development is great when you have successes,” says DuPaul. “Otherwise you just have to be strong. I will consider our tour a success if we get lots of interest or even purchases of homesll baths, unfinished attic, rehabbed in the late 1980s

    149A.90 DEATH; REGISTRATION AND REMOVAL FROM PLACE OF DEATH.
    Subdivision 1. Death record. (a) Except as provided in this section, a death record must be
    completed and filed for every known death by the mortician, funeral director, or other person
    lawfully in charge of the final disposition of the body.
    (b) If the body is that of an individual whose identity is unknown, the person in charge of
    the final disposition of the body must notify the commissioner for purposes of compliance with
    section 144.05, subdivision 4.
    Subd. 2. Removal from place of death. No person subject to regulation under this chapter
    shall remove or cause to be removed any dead human body from the place of death without being
    licensed by the commissioner. Every dead human body shall be removed from the place of death
    by a licensed mortician or funeral director, except as provided in section 149A.01, subdivision 3.
    Subd. 3. Referrals to coroner or medical examiner. Referrals to the coroner or medical
    examiner are outlined in section 390.11.
    Subd. 4. Certificate of removal. No dead human body shall be removed from the place of
    death by a mortician or funeral director without the completion of a certificate of removal and,
    where possible, presentation of a copy of that certificate to the person or a representative of
    the legal entity with physical or legal custody of the body at the death site. The certificate of
    removal shall be in the format provided by the commissioner that contains, at least, the following
    information:
    (1) the name of the deceased, if known;
    (2) the date and time of removal;
    (3) a brief listing of the type and condition of any personal property removed with the body;
    (4) the location to which the body is being taken;
    (5) the name, business address, and license number of the individual making the removal; and
    (6) the signatures of the individual making the removal and, where possible, the individual or
    representative of the legal entity with physical or legal custody of the body at the death site.
    Subd. 5. Retention of certificate of removal. A copy of the certificate of removal shall be
    given, where possible, to the person or representative of the legal entity having physical or legal
    custody of the body at the death site. The original certificate of removal shall be retained by the
    individual making the removal and shall be kept on file, at the funeral establishment to which the
    body was taken, for a period of three calendar years following the date of the removal. Following
    this period, and subject to any other laws requiring retention of records, the funeral establishment
    may then place the records in storage or reduce them to microfilm, microfiche, laser disc, or any
    other method that can produce an accurate reproduction of the original record, for retention
    for a period of ten calendar years from the date of the removal of the body. At the end of this
    period and subject to any other laws requiring retention of records, the funeral establishment may
    destroy the records by shredding, incineration, or any other manner that protects the privacy of the
    individuals identified in the records.
    Subd. 6. Removal procedure. Every individual removing a dead human body from the
    place of death shall use universal precautions and otherwise exercise all reasonable precautions
    to minimize the risk of transmitting any communicable disease from the body. Before removal,
    the body shall be wrapped in a sheet or pouch that is impervious to liquids, covered in such a
    manner that the body cannot be viewed, and placed on a regulation ambulance cot or on an
    aircraft ambulance stretcher. Any dead human body measuring 36 inches or less in length may
    be removed after having been properly wrapped, covered, and encased, but does not need to be
    placed on an ambulance cot or aircraft ambulance stretcher.
    Subd. 7. Conveyances permitted for removal. A dead human body may be transported
    from the place of death by any vehicle that meets the following standards:
    (1) promotes respect for and preserves the dignity of the dead human body;
    (2) shields the body from being viewed from outside of the conveyance;
    (3) has ample enclosed area to accommodate an ambulance cot or aircraft ambulance
    stretcher in a horizontal position;
    (4) is so designed to permit loading and unloading of the body without excessive tilting of
    the cot or stretcher;
    (5) if used for the transportation of more than one dead human body at one time, the vehicle
    must be designed so that a body or container does not rest directly on top of another body or
    container and that each body or container is secured to prevent the body or container from
    excessive movement within the conveyance. A dead human body measuring 36 inches or less in
    length may be transported from the place of death by passenger automobile. For purposes of this
    subdivision, a passenger automobile is a vehicle designed and used for carrying not more than
    ten persons, but excludes motorcycles and motor scooters; and
    (6) is designed so that the driver and the dead human body are in the same cab.
    Subd. 8. Proper holding facility required. The funeral establishment to which a dead
    human body is taken shall have an appropriate holding facility for storing the body while awaiting
    final disposition. The holding facility must be secure from access by anyone except the authorized
    personnel of the funeral establishment, preserve the dignity of the remains, and protect the health
    and safety of the funeral establishment personnel.

    Colorful character ran as '05 write-in

    James "Jimmy" Casci was a man of flamboyant extremes.

    The man who once drove a black Corvette with a sign on its door announcing "St. Paul's Next Mayor" died this week of natural causes in his East Side home. He was 64.

    He was short — 5 feet 2 — but made up for it by wearing suit coats several sizes too big and yelling in the face of anyone who crossed him, including cops and politicians.

    "He liked people, he liked controversy, and he liked stirring up the pot," friend Shane Sigal said.

    The 2005 mayoral candidate was the only son of Italian immigrants who owned the former Roma Bakery on the East Side. He helped his father buy and sell houses and later ran a business booking topless dancers. But what he really loved was schmoozing, said Jon Christen, who became friends with Casci after he sold Casci three cell phones — one for himself, one for his limousine driver and one as a spare.

    "He had Rolodexes full of people," said Christen, who is handling funeral arrangements. "I'm sure during the course of the day he talked to 20, 30 people. He didn't care if you were penniless or the mayor of St. Paul. Maybe it was a self-absorbed thing. If you listened to him, he liked you."

    When Casci still had money, he bought a limo, hired a friend to drive it and flew every weekend to New York or Las Vegas. But friends say serious health problems and medical bills a few years ago cleaned him out, and he died with barely enough to cover funeral

    expenses.

    Casci made his foray into politics in 2005 with a write-in campaign for mayor that, according to the Pioneer Press City Scoop blog, seemed to consist of driving around downtown with his "next mayor" sign and blaring a techno remix of "My Way" through open windows.

    That same year, Casci was arrested but not charged after a conversation with then-St. Paul Police Chief William Finney in which he apparently suggested he might approach other candidates with loaded firearms, according to Finney.

    Casci also sought the Ward 7 seat on St. Paul's City Council in the 2007 primary election.

    When Christen once asked him why he was so belligerent, Casci responded: "I'm just a smartass. I've always been a smartass."

    But Casci had a generous side as well. He once let a homeless man stay in his house, Christen said. For the last year, he volunteered at Merrick Community Services food shelf and faithfully dropped by a weekly senior citizen gathering at the Salvation Army, where he was "quite the ladies man," according to a regular.

    Rochelle Montpetit, who had known Casci since high school, will never forget the time she asked him for a ride home from work.

    "He was going 90 miles an hour down Shepard Road and I was thinking, 'I will never ride with this guy again.' He got stopped by a cop. He gets mad at the cop! He's yelling at the cop for giving him a ticket! I'm going, 'Oh, my gosh. Are you nuts."

    Then Montpetit added: "He was a one of a kind. He was very sincere and goodhearted."

    The Truth - How It Is!!!!

    Casino Gaming in St Paul will pay for all seniors meds, hospitalization, nursing homes, education, cut taxes drastically, pay for roads, transportation, add police, fire, home health care for seniors, fire inspectors, housing inspectors for mold, new road infrastructure, which will liven up downtown St. Paul. Prescriptions for senior, hospital and home care or nursing home care, good nursing homes.

    Work in conjunction with Xcel arena, more good conventions, expos, concerts

    Quit squandering money on companies from out of town to be consultants.

    Get rid of all the pork in the city and county.

    Where do you put casino gaming? Harriet Island, Raspberry Island and on Riverboats before Light Rail in up and running and run a line to the casinos, or have a station on Kellogg Blvd and with a shuttle service to the casino. Put the casino up to a referendum of the voters and let the taxpayers decide if they want a casino or not.

    Light Rail might be good for St Paul, but in my opinion, St Paul is not ready for Light Rail yet since it will bring much law enforcement problems. Look at what the light rail brought in to the Mega Mall. The Ramsey City Board and City Council should not fight, not after Rapheal Ortegea, Ramsey County Board Member and the Ramsey County Board, did all of the work on the project.

    St. Paul needs a turnover in the council. The president has been in power for far too long. St Paul is ready for a change, and bringing in new blood with new idea is the perfect way to facilitate change. Lets clean house, turn over the St Paul City Council.

    Too many empty buildings and to many empty stores fronts "Why" to give perks to Big Business. Big Business gets greedier and pushes out small mom and pops out of business. Big Business should work together with small business to help make an atmosphere of teamwork.

    At large council for entire City of St Paul. Get rid of the ward system.

    Council meetings should be in the early evening and on sat afternoon, rotating the location. This will enable taxpayers and residents to attend meetings and speak up for what they believe.

    I will have an open door policy in my office if I am elected. Stop me on the street and I will discuss any issue about the city of St Paul.

    All City Council Elections Should Be Held at the same time. This would save the city thousands of dollars.

    All promotions should be done from within the department, by the employees of that department.

    Revoke smoking ban until it a statewide decision becomes law.

    Stronger Union Support!!!!

    Everybody works together as a team. Has fun. Will take more pride in our city. Consequently we will grow stronger together.

    Why give 9.5 million to Andrew Zimmer?

    Why 983 vacant homes in St Paul?

    City Council member legislate their own agenda. Let the residents help the city council decide the agendas.

    Reorganize all city agencies and services. Cut the Pork and share the wealth.

    What has Chris Coleman done for St Paul? Pick up a check you say! Nothing! Absolutely Nothing! The mayor does not need a driver 24/7/365. Start cutting pork at the top all the way down to the bottom agencies.

    Stop the Spending Spree! A casino will pay for it all.

    Semple Excavating is not living up to what the city is paying for. Stop bidding out contracts for snowplowing. 128 cul-de-sacs in city are contracted, the city has enough personal and equipment to handle the plowing internally. The city did a better job than Semple. Where has the snow plowing budget surplus gone for the last 5 years?

    Slot machines located in businesses and bars should keep revenue to reimburse them for lost revenue due to smoking bans.

    Let the people decide if they want smoking and gaming, not local bodies.

    Actively ticket vehicles parked in handicapped parking spots. Only three

    around court house, only (2) on 4th and Kellogg. Squad cars should not have the right to park at the meters without paying for them, this is special treatment. Add additional handicapped parking spots around the City of St Paul.

    Legalize ticket scalping! Let the citizens decide to pay or not for events. We do not need city officials to tell us how to spend our money. Freedom of choice.

    Actively inspect businesses for illegal workers. Those that do not have a green card need to be deported so legal residents have a chance at a job.

    List of properties owned by City of St Paul and Ramsey County. Properties like 7th & Maple St. Vacant Land. How were all of these properties obtained???

    Mold! Train building and fire inspectors about the health dangers of untreated mold.

    St Paul City Council and Ramsey County Board to Start Working Together for the good of the taxpayers. St Paul, Minneapolis, and surrounding communities should work together like the one big community, teamwork.

    Hire additional police officers and teach them how to be more taxpayer friendly.

    I've been told that one council person cannot make a difference, but I beg to differ. The magic word "let the voters decide what they want." After all, their taxes pay of it all.

    Bring the Taste of Minnesota" back to the capital grounds. Move the Winter Carnival back to neighborhoods and downtown St. Paul. Bring More Nightlife to downtown St Paul so that taxpayers, visitors, and conventions can have some entertainment in the evening. Minneapolis gets all the action, all goes west, bring in any and all legal entertainment.

    The politicians always solicit contributions from bar owners, however they are soon forgotten when legislation is enacted that hurts them and businesses. They just cater to large corporations. This is supposed to be a free country. I doubt that the first amendment to the constitution will be changed, and you know how the first amendment rights read out.

    My Estate owns 58 pieces of property in the City of St Paul, and 1 in Wisconsin. All Warranty Deeds will soon be filed with Ramsey County.

    Since 1993 their has been financial, fraud, embezzlement, forgery, and many more very serious crimes committed to my parents and my estate.

    All I want is our hard working money and assets back, plus interest and penalties, and all done by the law. Incarceration will be very acceptable to myself and my heirs. I am a victim of home equity stripping and a severe mold problem. Abusive and predatory lending, financial fraud, embezzlement, forgery, theft, burglary, food poisoning, rear end collision when stopped a red light. I have a death treat, which I reported to the Oakdale Police Department, and have had numerous terroristic treats which I reported to the SPPD. They have not let me file charges after writing letters to John M. Harrington, Senior Commander Timothy Leary (homicide), Kathleen Wuorninen (commander of internal affairs), John Wuorninen (auto theft). I wrote them about it and heard no response. Guilty!!!

    From 2000-2004 I have contributed a substantial amount of money to the St Paul K-9 foundation, St Paul Police Federation, and other SPPD causes and fundraisers. I even donated 3 private suites at the Metrodome and all events were given to the above departments to use at their discretion. Unfortunately 90% of the 3 suites were used for personal department entertainment, not the underprivileged causes I intended them to be used for.

    I donated thousands for dollars to the to St Paul Harley Davidson and Tom Gianetti along with Bill Finney for the annual diabetes foundation. The funds were given to Aaron Foster to give to this cause but 90% were never derived, this I can prove. I have requested records from Tom Gianetti, St Paul Harley Davidson, Diabetes Foundation, and the U of M, but have received nothing. All contribution made thru Mr. Aaron Foster. Oh, and I am barred from St Paul Harley Davidson. "Guilty"

    The St Paul Police Department tried to intimidate me with 32 moving violations, and I beat them all. It all started when I said I was going to run for St Paul Mayor.

    I was barred from the St Paul Hotel because I told off senator Norm Coleman and Rudy Boswitch. I could care less, they are small minded people. "Guilty"

    I will eventually name all names. As it will be the truth. In the end, you can never beat the truth. I always say I learn something new every day. To me it is called life. More to Come. Read a book called "Minnesota Rag by Fred W. Friendly." Very Interesting. Easy Reading. I hope to represent Ward 7 in the future. I truly am an independent liberal and proud of it. I do not believe in the party system. To much partisan B.S. Lets represent the tax payers and not worry about the party affiliations at large city council. Responsible to all tax payers in all wards. One big ward, the City of St Paul!!! It is a dirty rotten shame that there are 983 vacant homes in the City Of St Paul. I will take 3-4 million dollars in mortgages on my properties and will work with agencies to fix up and sell these vacant houses to minorities, blacks, Hispanics, Asian, and all parties in need for a low down payment and an estimated $500 dollar closing cost. A very low rate of interest. Payments will be cheaper than rent and these people will take pride in these properties. The American Dream is to own your own home. My father and I did contracts for deed for 40 years and very seldom had a foreclosure. Many people do not know what a contract for deed is. I started working on them with my father at age 10. See that I am a senior citizen and legally handicapped, I may qualify for grants, loans from the city and county, state or federal governments. This is one of my visions. I have more, but one step at a time. We will help many people to revitalize our beautiful City of St Paul and Ramsey County. This will all be accomplished if the City of St Paul, Ramsey County, the State of Minnesota, along with their bosses, the taxpayers, the people who pay the cities wages can bring this dream to life. Things have changed a lot since 1992, but we will try to rectify as much as possible if I am elected. Or should I say, honored to represent the great City of St Paul, Minnesota Ward 7.
